Ensenada Municipal Monitoring Center Inaugurated

Tuesday June 29th, 2010, saw the inauguration of the Municipal Monitoring Operations Center of Ensenada, which operates out of the La Vieja Estación Cultural Centre in this suburb of Buenos Aires.

The ceremony was led by the Mayor of Ensenada Mario Secco, the Governor of the Province of Buenos Aires Daniel Scioli, the Buenos Aires Minister of Justice and Security Dr. Ricardo Casal, and the provincial police chief Juan Carlos Paggi. Various municipal authorities also attended the event, along with members of the judiciary, security forces, representatives from district and regional institutions and hundreds of citizens who came to share in the formation of the new monitoring center.

After the traditional ribbon cutting, which formally inaugurated the modern surveillance facility, there was a presentation of an institutional video that showed the growth experienced by the municipality in relation to security and justice in recent years.

Dr. Susana Gonzalez, Municipal Secretary of Justice and Security, highlighted the work done by the staff of the new office and said she hoped that "this video surveillance system will enable us to reduce the level of crime and vandalism in the district thanks to police actions and the speed of communications generated by the state-of-the-art technological equipment".

Mayor Mario Secco remarked that the municipality is working hard to improve the quality of life for its citizens, and that this monitoring center is another of the many works being carried out in different parts of Ensenada to meet this objective: “We contribute to security not only with a sophisticated video surveillance system, but also with the daily maintenance of public spaces, with the placement and renewal of street lighting, the cleaning of parks, the asphalting of streets that were previously impassable and highly dangerous, and hundreds of other works that the council makes to improve the city.”

Finally, the Governor of Buenos Aires, Daniel Scioli, addressed the crowd. He acknowledged the efforts of Mayor Mario Secco, which have allowed for the growth of works and services for the benefit of all residents of the district. He stressed that Ensenada joins other municipalities that will soon implement the Integrated Program of Citizen Protection, generated from the national government and adopted by the province to combat insecurity and achieve the peace that citizens need to live in Buenos Aires.

The new monitoring operations center is framed within the Comprehensive Plan for Citizen Protection established by agreement between the Municipality of Ensenada and the provincial Ministry of Security. The implementation of the program included already at this early stage the installation of 60 cameras (42 fixed and 18 domes) located in different neighborhoods of the city. For the implementation of the program, three receiver nodes were set up and deployed in strategic locations in the district and 37 units of radio telecommunications equipment were purchased for the installation of GPS and AGPS in all police phones, and communication equipment for traffic patrols, municipal medical emergencies and coordinating Civil Defense.

With regard to the surveillance center, it has been equipped with sixteen state-of-the-art monitors and three 42-inch LCD screens that are monitored 24 hours a day by fully trained personnel. Milestone XProtect IP video management software operates with over 100 network video cameras from Axis Communications. The provision of equipment, furniture and maintenance of the above-mentioned is the responsibility of the company CONECTIA WIRELESS S.A., which was awarded the project through a bidding process conducted in 2009.
