Milestone video technology powers Brazil’s critical water infrastructure safety

August 21, 2025

Thanks to a new video surveillance solution based on Milestone XProtect software, a major Brazilian public water treatment company located in the capital, Brasilia, has significantly reduced its incident response time to just 15 minutes, through automated alerts and real-time video verification. This has delivered substantial operational and financial benefits.

Milestone Systems, a global provider of open-platform analytics and video management software (VMS), anchored the implementation of its XProtect solution at one of Brazil’s most important public wastewater treatment companies. The organization manages an extensive network of treatment plants, reservoirs, and operational facilities that supply water to over 2 million people—protecting critical infrastructure while optimizing operational costs.

Challenges: remote locations; outdated, limited and costly system

The wastewater management company needed to monitor hundreds of operational units, many of them located in remote areas, which presented increasing challenges. Traditional surveillance methods were becoming increasingly costly and ineffective, while the previous video system lacked the processing capacity needed for such a large-scale deployment.

Solution: XProtect VMS connects the sites centrally

To address this, in collaboration with integration partner Brasília Segurança, the water management organization implemented a robust and centralized security solution built on Milestone Systems’ open-platform XProtect VMS. The system integrates 670 cameras—both new and legacy—distributed across multiple locations throughout the infrastructure.

The organization now operates a Global Monitoring Center equipped with a four-meter LED video wall and operator workstations. The Milestone Federated Architecture, with local recording servers at each site, manages data across all locations. Larger facilities with up to 160 cameras are supported by dedicated servers, ensuring efficient and reliable system-wide performance.

“The robustness of the system gives us confidence. This isn’t just any VMS—we have complete confidence in our ability to efficiently manage storage, analytics, and image processing, because information security—both at the edge and within the system—is essential for us.”

- Renan Humberto de Souza Cavalcante, Technical Manager at Brasília Segurança

The open-platform VMS integrates with the Invenzi access control system and Bosch alarm systems, creating a unified and efficient security ecosystem.

Results: greater efficiency and faster incident response

This optimized model has significantly improved operational efficiency, particularly for simultaneous monitoring across multiple locations. Its modular configuration allows settings to be adjusted according to the needs of each facility—from enhanced surveillance to day-to-day access control. Additionally, the management software enables centralized oversight of security personnel, alarms, and other resources through a unified interface that integrates images, maps, and operational data.

“When an alarm is triggered, our operators immediately access the video recordings from that location and review the previous two minutes to understand the situation. If we confirm an unauthorized entry, we notify our security team right away and provide ongoing remote support via the camera streams managed by the Milestone VMS.”
- Renan Humberto de Souza Cavalcante, Technical Manager at Brasília Segurança.

The modernization of the security infrastructure continues to evolve with a strategic vision. The addition of 400 more cameras marks the beginning of a broader technology expansion that includes facial recognition implementation and the adoption of advanced forensic analysis tools such as XProtect BriefCam with Video Synopsis fast search.

“What began as a cost-reduction strategy has become a comprehensive solution that improves both security and operational efficiency. With each new expansion, we continue discovering new ways to leverage the open platform architecture to strengthen our operations.”
- Renan Humberto de Souza Cavalcante, Technical Manager at Brasília Segurança

With the implementation of Milestone’s open-platform VMS, the Brazilian public organization has not only modernized its security management but also significantly reduced operating costs. This scalable, data-driven strategy has enhanced both surveillance effectiveness and operational efficiency—laying the foundation for continued innovation in the protection of critical infrastructure.
